Abstract: The Kazakhstan Second Agricultural Post-Privatization Project (APPAP-II) will promote rural financial services through (a) expanding rural financial advisory services; (b) improving agricultural risk management; (c) facilitating rural financial product development; and (d) promoting sustainable rural micro-finance. There are five project components. The first component will improve farmers' understanding of various financing options and available financial instruments. The second component will support the implementation of Government's recently enacted crop insurance program and the emergence of modern commodity exchanges. The third component will help banks and leasing companies expand the use of non-traditional instruments in rural areas. The fourth component will enhance Micro Finance Institutions' (MFI) operational and managerial performance, and facilitate product innovation and access to commercial funds. The fifth component will support project management, monitoring, and evaluation.
