Abstract: This environmental assessment for the Second Agricultural Post-Privatization Assistance Project, which promotes rural financial services, assesses potential environmental risks and proposes measures to mitigate them. The major potential impacts associated with the 20 potential agricultural inputs relate to water and soil quality, soil erosion, salinization, and resource loss. Even after all mitigation is carried out on all projects, there will still be residual effects, that when considered in totality, could have an overall significant effect on the environment. The major environmental concerns are water pollution and soil erosion, and the consequences and secondary effects caused by erosion. To avoid adverse cumulative effects, the report recommends applying appropriate, efficient, and safe farming techniques-integrated pest management plan and fertilizer application that minimize residue and pose least risk to consumers as well as to the soil, cultivation techniques (crop rotation, contour ploughing, and engaging appropriate equipment and machinery), planning irrigation schemes to avoid the loss of productive land through salinization and water logging, policies and laws to avoid the introduction of genetically modified plant seeds, and adopting organic farming techniques. Reducing potentially harmful livestock practices will include controlling grazing, managing manure to control nutrient content in runoff, and avoiding closely confining animals, which could lead to increase in animal diseases. Other mitigations include: To prevent surface and groundwater contamination, enforce regulations regarding wastewater treatment, holding facilities, and recycling and alternative processes. To reduce air pollution, meet stack emission standards. To prevent loss of productive land, dispose of waste in environmentally safe and designated areas. Avoid interference with biodiversity by carefully locating site. To reduce emissions from coal and fuel generation, burn clean fuel (natural gas) or use renewable energy sources. Consider aesthetics, land use values, and minimizing disruption when aligning transmission lines. Avoid altering water flow and lowering groundwater table by using an integrated water plan, budgeting water use, and considering alternative supply sources. Appropriately handle and store used oils and lubricants , and recycle where possible. Use fuel efficient engines to control fossil fuel use which could increase air pollution.
