Abstract: This paper examines the vulnerability of World Bank projects to climate change, and the impact of Bank activities on national vulnerability in client countries. The analysis is based upon an examination of six projects and six countries. The paper identifies the need to assess the success of current adaptation to present day climate risks and climate variability, especially as they may increase with climate change. It finds that climate risks are not well assessed in project preparation and in Country Assistance Strategies and makes recommendations for integrating climate change vulnerability and adaptation into bank work. Situations in which there is current vulnerability to extreme weather events, and where development activities are presently close to the margin of tolerance of climate variability, need to be addressed. However, there is no justification for "stand-alone" climate change adaptation projects beyond the activities required for National Communications under the United Nations Framework Convention on Climate Change (UNFCCC). It is concluded that significant risks exist in the present as well as in the longer term, and an opportunity is opening for the World Bank to develop a new line of business in helping clients to assess and then reduce their vulnerability to climate change and variability through precautionary and win-win adaptation measures, designed as an integral part of economic development work.
