Abstract: This report presents an overview of the national Small Scale Privatization Program (SSP) implemented by the government of Kazakhstan with the assistance of the World Bank and the U.S. Agency for International Development (USAID). The report seeks to put into the public domain the lessons and significant achievements of this program. It is hoped the information will be useful to governments contemplating similar programs, even those that may not strictly be limited to the small scale sector. The report: 1) provides an overview of small scale privatization in Central Europe and the Former Soviet Union (FSU); 2) summarizes the overall approach adopted by the government of Kazakhstan in executing the second stage privatization of small scale enterprises, more commonly referred to as the SSP; 3) assesses the results achieved and underlying constraints; and 4) provides policy options for consideration by other implementing agencies and practitioners.
