Abstract: The Health Project seeks to achieve a sustainable health system through improved efficiency of the health care system at the national level, and implement an integrated health reform, strengthening primary health care, and improving the financial and management capacity at service delivery in East Kazakhstan and Almaty oblasts. The project includes components at the national and regional levels as follows: 1) At the national level: a) Tuberculosis (TB) control is a priority within the State Program Health. The component will provide, together with the World Health Organization (WHO) and the United States Agency for International Development (USAID), financing for the diagnosis and treatment of TB. b) Substantial modernization in health promotion is needed, thus technical assistance will be provided by WHO in areas such as, professional development and health promotion action plans. c) The health care system capacity will be strengthened, and clinical training centers will be established. 2) At the regional level: a) The improvement of primary health care services will take effect in two districts, to develop nationally as the program progresses. b) The two participating districts will initiate health financing reforms, and, management information systems will be developed. c) The facilities rationalization and rehabilitation component will promote merging urban and smaller facilities to improve health care quality.
