Abstract: Kazakhstan possesses a significant hydrocarbon resource base. The challenge facing Kazakhstan is how best to exploit its gas resource base and ensure that its gas resources deliver the maximum potential benefits to the country's economy. This paper discusses these issues and explores a strategic path that will enable Kazakhstan to meet the following specific objectives: 1) To ensure that gas sector development supports efforts to maximize the economic benefit of liquids production; that viable gas markets are developed; and that gas resources are not wasted. 2) To restore the commercial viability of Kazakh gas operations and to develop the domestic gas markets. 3) To establish a position as a supplier of gas to the international market. To meet these objectives, Kazakhstan will also have to resolve the three basic priorities: a) utilization of Karachaganak gas reserves and other deposits for gasification in the northern provinces of Kazakhstan. b) Stabilization of gas supply to the southern part of the Republic, first to the city of Almaty. c) Commercialization of the sector management. The paper also recommends implementation steps in the final chapter.
