Kazakhstan: Health Restructuring Project

The following project was approved today by the World Bank’s Board:

LOAN AMOUNT: IBRD-US$42.5 million
PROJECT DESCRIPTION: This project supports the government's implementation of a long-term health restructuring program. The objectives of the program include: (i) achieving a health system where health care providers are rewarded for quality and efficiency; (ii) patients selecting their own primary health care doctor of choice; (iii) health services provided by restructured financing mechanisms to support cost-effective outpatient care and payments based on services provided; and (iv) continuous progress made on priority health status targets. The program aims to achieve a sustainable, performance-oriented health system through: (1) modernization and improvement of the quality and efficiency of the health care system at the national level; (2) implementation of integrated health reform; (3) strengthening of the quality and cost-effectiveness of primary health care; and (4) improvement of financing and management capacity at the service delivery level in the East Kazakhstan and Almaty oblasts.
